This could be a caricature of all liberals, begging for help and guidance from the government.
President Obama was leaving an expensive restaurant. Maybe the man on his knees was one of the thousands of unemployed and just wanted the doggie bag. Or maybe he was the waiter and was stiffed by the President. You are right Brushfire, there could be millions of reasons. Perhaps the man on his knees was a Muslim and just happened to be facing to the East. Or the man saw the Messiah for which he had voted and was pleading for his hopey and changy.
Maybe the kneeling man is President Obama's brother and he is asking for "a little help" with his $12 a year income. Or its Auntie Obama's (the illegal alien) boyfriend wanting "a little help" with the immigration process and a bigger flat in the projects.

There could be a million reasons for this picture. It is pretty telling of the bloggers personality to post this.

Maybe the kneeling man was requesting an upgrade in his BlackBerry or better health care for his bad knees.
President Obama was quoted saying when spotting the kneeling man; "Now that's what I'm talkin' about!"
OK, I'm out of reasons for the picture.
Maybe the poor soul is wondering, since Obama's inauguration, why he still has make his house payments.
Perhaps the kneeling man is a Democrat candidate in that area and is requesting President Obama NOT stay and campaign for him.
