But it's a just medical coding system.  The International Classification of Diseases is a global classification system used for epidemiological, medical, and public health purposes - published by the WHO. ICD 9 is the ninth version of the coding system. (The current is ICD 10). And ICD 9 was published in 1977, ten years before Nancy Pelosi was elected to Congress.  Simply put, if you go to the hospital for typical appendicitis, the ICD 9 code for billing would be 540.0.
